Donna M.C. Baringer

Donna M.C. Baringer
Comptroller and CFO
Donna M.C. Baringer serves as Comptroller for the City of St. Louis, acting as the City’s Chief Fiscal Officer and a member of the Board of Estimate and Apportionment. In this role, she is responsible for safeguarding the City’s credit, managing debt and bond issuances, and advancing financial transparency for residents, investors, and other stakeholders through disciplined stewardship of public funds and reporting.
Baringer brings a strong record of fiscal accountability and sound judgment developed through leadership at both the state and local levels. She represented Missouri’s 82nd District in the House of Representatives (2016–2024), including service on fiscal and oversight committees, and previously served more than 13 years as Alderman of St. Louis’ 16th Ward, where she supported practical legislation and financial oversight that furthered the City’s operational effectiveness.
Her career also includes nonprofit and community development leadership focused on economic growth, grant management, and organizational performance. Baringer holds a B.S. in Business Management from Maryville University and an M.S. in Corporate Communications from Lindenwood University.
Ryan Coleman

Ryan Coleman
Deputy Comptroller for Finance & Development
Ryan R. Coleman serves as Deputy Comptroller for Finance & Development for the City of St. Louis, providing municipal finance leadership and oversight for the City’s debt issuance and management functions, including bond and lease transactions, continuing disclosure, credit and rating agency presentations, and the City’s investor relations website. Ryan has served in the Comptroller’s Office for more than a decade, working on over $1 billion in equipment lease and bond transactions on behalf of the City, benefiting projects associated with St. Louis Lambert International Airport, Forest Park, the Convention and Visitors Commission, and citywide infrastructure needs.
Jason Fletcher

Deputy Comptroller
Jason Fletcher is the current Deputy Comptroller for the Office of the Comptroller. Prior to his 2024 appointment to Deputy Comptroller, Jason served as a Fiscal Operations Support Manager within the Comptroller’s Office.
Mr. Fletcher is a Certified Public Accountant (CPA) licensed by the Missouri State Board of Accountancy and is a member of the American Institute of Certified Public Accountants (AICPA) and the Missouri Society of CPAs (MOCPA)
