The St. Louis Municipal Finance Corporation (SLMFC) is the primary authority through which the city issues debt to fund lease-purchase agreements. It was established in 1991 by the city of St. Louis to lessen the burden of government by financing, acquiring, leasing, or subleasing real property and any improvements thereon and personal property to the City of St. Louis.

The board of directors is established by the SLMFC bylaws and as of April 28, 2025 is composed of:
